1 RELIABILITY STANDARDS DEVELOPMENT PROCEDURES Introduction The Western Electricity Coordinating Council (WECC) is a Regional Entity1 authorized through a delegation agreement between the North American Electricity Reliability Corporation ( nerc ) and WECC pursuant to Section 215 of the Federal Power Act. nerc delegates designated powers, rights, and responsibilities to WECC regarding the administration within the Western Interconnection of electric Reliability Standards adopted or approved by nerc and the Federal Energy Regulatory Commission (FERC).
