INTRODUCTION This section evaluates potential impacts related to hazards and hazardous materials associated with development of the Proposed Project. It discusses whether the Proposed Project would create a significant hazard to the public or the environment due to its proximity to hazardous conditions and/or hazardous materials. This ANALYSIS is based on the information provided in the ENVIRONMENTAL Site Assessment Phase I and Methane Soil Testing, Proposed Office Development Project, Commercial Property, Portion of APN 5508 015 007, 5711 Wilshire Boulevard,1 Los Angeles, CA 90036, by California ENVIRONMENTAL Geologists and Engineers, dated January 2013 (Phase I ESA). The Phase I ESA was conducted in general conformance with the scope and limitations of the American Society for Testing and Materials (ASTM) Standard Practice E1527 052 and the ENVIRONMENTAL Protection Agency Standards and Practices for All Appropriate Inquiries (40 CFR Part 312).
