1.1 The Customs and Excise Department (C&ED) is the authority for regulating the money service operators (MSO) with effect from 1 April 2012. Relevant powers are provided under the Anti‐Money Laundering and Counter‐Terrorist Financing Ordinance, Chapter 615 (AMLO).
