54 MCSL Rules for Competition1. PURPOSE OF LEAGUEa. To provide organized, friendly team Competition within a fair and wholesome environment at the neighborhood pool level;b. To help young people develop athletic skills; andc. To foster good sportsmanship, teamwork and an appreciation of the relationship between effort and success2. GENERAL Rules OF COMPETITIONa. Applicability. These Rules govern all MCSL United States Swimming (USA Swimming) Rules govern all aspects of MCSL meets that are not specifically addressed by these Smoking. Smoking is prohibited on the deck, in the locker rooms, in spectator areas and in all areas used by swimmers during the meet or Participation in other swim leagues. An MCSL team cannot participate as a team in meets sponsored by any other leagues during the MCSL Eligible Swimsuits -- MCSL follows USA Swimming Rules with regard to eligible swimsuits for Competition .
