EPA is requesting comment on the methodology described above for determining a unit’s thermal efficiency (i.e., on the use of lower heating value in the denominator of the equation for thermal efficiency) and on the above-described formula for calculating LHV to determine a unit’s total energy input, under the existing regulations.
