march 2016 OptingContract Talk by the Contract Administration UnitWhen an assignment is temporarily vacant for five days or more (because the regular letter carrier is on vacation or ill, or the assignment temporarily has no regular letter carrier assigned, etc.), certain letter carriers may exercise the right to opt to work (or hold-down) that assignment for the duration of the temporary vacancy. Eligibility Page 41-10 of the 2014 USPS-NALC Joint Con-tract Administration Manual (JCAM) defines which letter carriers are eligible to opt on temporarily vacant assign-ments by stating:Eligibility for Opting .
