NESP Handbook 1 1/10/13 11:01:00 PM. Foreword The role of a strong Education system in a country's economic development is no longer a matter for debate. In fact, several governments have been re-examining their Education systems in an effort to better position their countries to respond to developments in the changing global marketplace. Jamaica must also engage in this process if it is to achieve desired levels of development. This National Education Strategic plan challenges the system to embark on initiatives to improve educational outcomes and to realize the goals articulated in Vision 2030, Jamaica's National Development plan .
