National Local Authority Enforcement code Health and Safety at Work England, Scotland & Wales Introduction 1. In his report "Reclaiming health & safety for all: An independent review of health and safety legislation ", commissioned by the then Minister for Employment, Professor Ragnar L fstedt recommended that HSE be given a stronger role in directing Local Authority (LA) health & safety inspection and Enforcement activity. 2. This National code has been developed in response to this recommendation and as an outcome of the Red Tape Challenge on Health and Safety.
