Technology is often cited as a key aspectof the revolution in military affairs anda decisive factor in military operationstoday. A study of the transition by theRoyal Navy from coal to oil, stimulated by FirstLord of the Admiralty Winston Churchill and Ad-miral Sir John (Jacky) Fisher, reveals a more com-plex story.
