A standard contractor employee testing PROGRAM will promote a safe and SUBSTANCE ABUSE -free work force. It will be more effective if it preserves the dignity of the employees that will be parties to the PROGRAM . Furthermore, minimizing administrative expense by establishing a centralized reporting point where results of SUBSTANCE ABUSE testing can be readily accessed by authorized Owner and Contractor representatives will support the purpose of the PROGRAM . This PROGRAM will be known as the NORTH AMERICAN SUBSTANCE ABUSE PROGRAM (NASAP).
