They are based on the premise of an effective health systems, acknowledging the changing disease burden and it also includes interventions that account for high proportions of morbidity and mortality leveraging a slew of programmes launched in the past few years to reduce out of pocket expenditures. The Operational Guidelines are comprehensive and draw on the lessons of the National Health Mission in various contexts.
1.1. About the Guidelines These guidelines were developed after consultation with policy makers and practitioners at national and state level and with technical experts. It also draws on implementation experiences of government, NGO and private sector in the delivery of Primary Health Care. These guidelines are intended to serve as a framework
