Section Background and intent (a) This part establishes certification standards for Personalized Recovery - Oriented Services (PROS) programs. The purpose of PROS programs is to assist individuals in recovering from the disabling effects of mental illness. (b) The Office of Mental Health shall issue operating certificates to programs that meet the standards set forth in this part .
2 (e) The rates of payment established pursuant to this Part are intended to be adequate to meet the costs of an efficiently and economically operated program.
