There are two types of soil Erosion Permitting Agencies:1. Counties are mandated by statute to administer and enforce Part 91. Each county will have a county EnforcingAgency (CEA), whose responsibility it is to review soil Erosion and Sedimentation Control plans, issue permits, and takeenforcement actions when necessary to ensure compliance with Part Some cities, villages, charter townships, and some general law townships have elected to enforce Part 91 throughadoption of a soil Erosion and Sedimentation Control ordinance.
