It provides guidance on how to plan, develop, and obtain approval for MILITARY Construction (MILCON) projects. It applies to the active forces, the Air National Guard (ANG), and the US Air Force Reserve.

Facilitates Project Definition Rating Index (PDRI) assessment during the planning charrette process to evaluate and mitigate project risk. Follow Engineering and Construction Bulletin (ECB) 2010-17, Implementation of Project Definition Rating Index or the most current guidance for PDRI development. AFCEC does not execute ANG MILCON program.
