The steps in each stage are defined in the attached Policy Development Flowchart. Stage One: Needs Analysis The EIT will encourage an open and proactive approach to identifying issues and developing Policy so as to reduce the expenditure of needless time and energy due to amendments being developed in a piecemeal way.
