Power prices in context : comparing Alberta delivered electricity prices to other Canadian provinces on a level playing field Prepared for the Independent Power Producers Society of Alberta (IPPSA), the Industrial Power Consumers Association of Alberta (IPCAA) and the Utilities Consumer Advocate (UCA) by London Economics International LLC. March 2nd, 2011. In 2004, London Economics International LLC (LEI) prepared a paper for the Independent Power Producers Society of Alberta (IPPSA) entitled Paying the full cost of Power : a comparative analysis of selected Canadian provinces. This 2004 paper identified the ways in which Power costs to final consumers are suppressed in other Canadian provinces and demonstrated the potential benefits of the Alberta approach to consumers and taxpayers.
