Background Pursuant to the terms of City Council Introduction No. 985-A, codified as Local Law 13, the Mayor's Office of Long-Term Planning and Sustainability (OLTPS) has undertaken a study of the feasibility of the potential utilization of underground power lines in the City as a replacement or supplement to the overhead radial lines now in use in wide areas of New York As was suggested in the local law, OLTPS has in large measure drawn upon the knowledge of City's principal electric utility, Consolidated Edison (Con Edison), and reports Prepared by the New York State Department of Public Service (DPS) for much of the information relating to the elements of the electrical distribution system that serves New York.
