PROCUREMENT PROCEDURES MANUAL Revised: May 20, 2020 FOREWARD i The PROCUREMENT Division has prepared this PROCUREMENT PROCEDURES MANUAL to serve as the basis for PROCUREMENT policies and PROCEDURES for Orange County. This MANUAL is authorized by the PROCUREMENT Ordinance. It is also based on the American Bar Association s Model PROCUREMENT Code. The PROCUREMENT function involves the acquisition of materials, supplies, equipment, and services at the lowest possible cost, consistent with the quality needed to meet the required standards established and approved by the Board of County Commissioners. This act is the sole responsibility of the PROCUREMENT Division. Our goal is the promotion of the best interest of Orange County through intelligent action and fair dealings.
