Public Procurement Guidelines Competitive Process Public Procurement Guidelines - Competitive Process Supplies and Services Foreword 1. Recent developments in Public Procurement , including the introduction of revised and updated EU Procurement Directives*, the promotion of new and innovative purchasing methods and strategies, increasing emphasis on the need for best practice and best value for money in an expanding Public Procurement market and greater accountability of Public purchasers, require that existing Guidelines set out in Public Procurement 1994 Edition (Green Book) be updated. These revised Guidelines have been drafted by the National Public Procurement Policy Unit (NPPPU) of the Department of Finance in consultation with the Government Contracts Committee and other participants in the Public Procurement market. 2. This document sets out steps to be followed in conducting an appropriate Competitive process under EU and national rules.
