Research Brief Issue No. 1 2015 2016 Challenges of population ageingDecember 2015 Like many other economies, Hong Kong is facing the challenges posed by a rapidly ageing population . These include increasing demand for residential care services ("RCS") and community care services ("CCS") by the frail elderly, and the need for a comprehensive active ageing policy catering to the able-bodied elderly. Amid increasing demand for RCS, the number of subsidized RCS places remained virtually unchanged over the last decade.
