City and County of Denver Roofing Guidelines NOTE: For all permits issued after September 12, 2016, the effective code is 2016 DBCA/2015 IBC/2015 IRC. 1. Permits and Scope of Work A. When a Roofing permit is needed for roof repairs: i.
