This set of GUIDELINES is a product of a collaborative work among the MOE led by the director of the Division of Design and CONSTRUCTION Management (ECDM) and the Asian Disaster Preparedness Center (ADPC). Our appreciation also goes to those who have attended the two national workshops to review the initial drafts the GUIDELINES . Among those who provided their comments and inputs to enhance the drafts are the Provincial Education Services (PES) in 16 provinces of the country, the representatives from the Provincial Unit for CONSTRUCTION and Development Assistance (PUCDA), and our development and donor partners, particularly the UNICEF, the AUSAID, WB, ADB, and JICA.
