Carter Secretary of Defense Dear Secretary Carter: The attached Report discusses the results of SIGAR s investigation of the construction of a 64,000 square foot command and control facility at Camp Leatherneck in Helmand Province, Afghanistan (the 64K Building ).

DoD, General Vangjel, and Colonel Allen did not dispute any of the facts contained in the report, but disagreed with some of the conclusions SIGAR reached based on those facts.
