Special Education Manual Tennessee Department of Education Special Education Manual 1 INTRODUCTION This purpose of this Manual is to provide guidance in the implementation of Special Education programs as required by the Individuals with Disabilities Education Act (IDEA) and state Special Education laws. It is not intended to be all inclusive. It is designed to guide Special Education administrators, building level administrators, Special educators, assessment personnel, and parents through the appropriate procedures for the identification and evaluation of students with disabilities and subsequent IEP development for students eligible to receive Special Education services. The Manual is organized into two sections. The first delineates the IEP process beginning with child find and referral, and discusses issues and procedures relevant to the provision of a free appropriate public Education (FAPE).
