1 NATIONAL URBAN LEAGUE S State OF THE 2020 census : AN ACCURATE BLACK COUNT AT RISK Executive Summary Mandated by the Constitution, a national census is conducted every ten years to provide an understanding of the United States population. The census is far more than a simple head count. It is a snapshot of America that determines how congressional seats are apportioned, how State and federal dollars are distributed, where businesses choose to locate and build new stores, where hospitals are located and so much more. In addition, the census count is essential to the monitoring and enforcement of civil rights laws governing voting, fair housing, education and other protections. For this to happen properly, the census count must be accurate and consistent across all populations, with minimal differential variations across racial and ethnic make-up, socioeconomic or other demographic indicators.
