Executive Summary Within the United states , state-by-state variation in regulatory approaches has been more the norm than an exception. Within the utility industries, individual state regulatory com- missions have applied substantially different variants of the rate-of-return regulatory frame- work, while some states have chosen to rely on wholesale power markets instead of verti- cally integrated utilities.
