Summary plan Descriptions All group health plans subject to the Employee Retirement Income Security Act (ERISA) are required to provide each participant with a Summary plan Description (SPD). An SPD must be written in a manner calculated to be understood by the average participant and must be sufficiently comprehensive to inform the participant of his rights and obligations under the plan . In 2000, the Department of Labor (DOL) issued final regulations that modified and expanded the information required in an SPD.
