Nephrology Nursing JournalMay-June 2014 Vol. 41, No. 3247 The Authority for Certain Clinical TasksPerformed by Unlicensed Patient CareTechnicians and LPNs/LVNs In the Hemodialysis Setting: A ReviewThe State Boards of Nursing areresponsible for the regulation ofnursing practice. The scope ofduties for patient care techni-cians (PCTs) and licensed practicalnurses (LPNs) or licensed vocationalnurses (LVNs) in the hemodialysissetting may be determined by statestatutes, regulations, Nurse PracticeActs (NPAs), and Board of Nursingadvisory opinions or position state-ments. States vary greatly in theextent to which PCTs and LPNs/LVNs may function in the hemodial-ysis setting. Certain states list specificduties that are expressly permitted orprohibited for unlicensed individualsin a hemodialysis facility, or in anyclinical setting (see Table 1). In theabsence of specifically defined scopeof duties for unlicensed assistive per-sonnel or PCTs, registered nurses(RNs) must rely on their authorityunder the Board of Nursing delega-tion regulations for the state in whichthey are practicing to determinewhether a specific duty may be dele-gated to an unlicensed person.
