THE CONSTITUTIONof the United States NATIONAL CONSTITUTION CENTERC O N S T I T U T I O N O F T H E U N I T E D S T A T E S We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this CONSTITUTION for the United States of legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Sen-ate and House of House of Representatives shall be composed of Mem-bers chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifi -cations requisite for Electors of the most numerous Branch of the State Legislature.
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Offi cer thereof.
