Cal/OSHA operates on the premise that enforcement is not the only way to decrease worker injuries, illnesses, and fatalities. Federal OSHA and Cal/OSHA use incentives promoting voluntary compliance, as well as employer/employee education and training to identify and abate worksite hazards.
