Issues featured are the amount of funds that were needed; where the money went; how the funds were raised; and, most importantly, the benefits to the riders that resulted. Also discussed is the role of watchdog that the Permanent Citizens Advisory Committee (PCAC) has played throughout this period. The PCAC rider councils the Long Island Rail road Commuter Council (LIRRCC), the Metro-North Commuter Council (MNRCC), and the New York City Transit Rider Council (NYCTRC) were born out of the first capital program initiative in 1981 because legislators wanted a way to represent the riders interests, given the large commitment of funds that were being approved.
