Previous incarceration can create barriers to employment, housing, and access to many government benefits. For this reason, rates of recidivism have been increasing over the years. The Bureau of Justice states in a study of 30 states in 2005 that about two-thirds of released state prisoners were arrested for a new crime within 3 years, and three-quarters were arrested within 5 years (Cooper et. al, 2014). This is not only a problem in large state prisons, but within our own Spartanburg County Detention Facility.
