SUBJECT: Air force Guidance Memorandum (AFGM) to AFI 36-2649, Air force Voluntary Education Program By Order of the Secretary of the Air force , this Guidance Memorandum (GM) immediately changes AFI 36-2649, Air force Voluntary Education Program. Compliance with this Memorandum is mandatory and applies to Regular Air force , Air National Guard and Air force Reserve personnel. In collaboration with the Chief of Air force Reserve (AF/RE) and the Director of the Air National Guard (NGB/CF), the Deputy Chief of Staff for Manpower, Personnel, and Services (AF/A1) develops personnel policy for Air force Voluntary Education Program.
