SUBJECT: Air Force Guidance Memorandum (AFGM) to AFI 36-2649, Air Force Voluntary Education Program By Order of the Secretary of the Air Force, this Guidance Memorandum (GM) immediately changes AFI 36-2649, Air Force Voluntary Education Program. Compliance with this Memorandum is mandatory and applies to Regular Air Force, Air National Guard and Air Force Reserve personnel. In collaboration with the Chief of Air Force Reserve (AF/RE) and the Director of the Air National Guard (NGB/CF), the Deputy Chief of Staff for Manpower, Personnel, and Services (AF/A1) develops personnel policy for Air Force Voluntary Education Program. This Air Force publication may be supplemented at any level; MAJCOM-level supplement must be approved by the HSB prior to certification and approval.
