Political uncertainty, corruption allegations, loss of busi-ness confidence, policy uncertainty and a loss of trust between govern-ment and the formal business sector has created a toxic environment for investment in infrastructure. If this situation persists it will lead to increasing financial pressure on the fiscus as tax revenues decline, which will in turn force parastatals to cut costs and investment in capital and maintenance. It is therefore imperative that a solution is found as soon as pos-sible to arrest the negative cycle that has gained momentum in the current financial year. The environment created chal-lenges in every division in the group and we have reluctantly had to embark on cost restructuring, retrenchments and consolidation of capacities in cer-tain areas in what has been the most difficult year for the company since 1994.
