Under the Animal Welfare Act 2006 those responsible for animals, including pet vendors, have a responsibility towards the welfare of the animals in their care. Under the Act it is an offence to cause unnecessary suffering to a protected animal, whether by an act or omission. Vendors also have a legal duty of care towards the animals in their care.
