The parking certificate is issued to the disabled person, not the vehicle. Therefore, it may be displayed when parking any vehicle you are driving or the passenger. The parking certificate is to be displayed on the rear view mirror only when parked. Driving with the parking certificate hanging from the mirror is illegal and very dangerous.
