International Secretary-Treasurer is authorized to increase the per capita tax rate an additional one dollar ($1.00), ef-fective January 1, 2016, should the I.B.E.W. fail to meet membership growth projections (1% annually) as of June 30, 2015, as reported in the Calibre CPA Group, PLLC Financial Forecast and Projection.
