Transformative Competencies for 2030 Building on the “OECD Key Competencies” identified through the DeSeCo1 project, the OECD Learning Compass 2030 defines “transformative competencies” as the types of knowledge, skills, attitudes and values students need to transform society and shape the future for better lives.
