The money that they receive is one of theimportant incentives for communities to participate in wildlifemanagement. Poor management of community revenue fromwildlife would reduce the incentive to manage wildlife andother natural resources. It is, therefore, important that thiswildlife revenue is well managed so that the maximumincentive for their participation is created.
4 The objective of this manual is to assist rural communities byproviding an outline of a simple financial management systemfor the money earned from the sustainable use of wildlife andother natural are the objectives of a financial management system? At the community level, the financial management system has several objectives. These include to provide an orderly system for managingand recording all income and expenditure of community funds, to provide an open and transparent financialmanagement system that enables people in thecommunity to have faith and trust in those personsresponsible for managing the community funds, to provide efficient, up-to-date and accurate informationwhich can be used to assist in identifying, planning,budgeting, implementing and managing BACKGROUND TO financial management BY COMMUNITIES6 Why is it difficult to manage community revenue?
5 It can be difficult to manage community revenue because: In Zimbabwe, communities which earn large annualCAMPFIRE dividends are often a long way from thenearest bank as the areas with CAMPFIRE are often less developedthan other parts of the country, it can be difficult to findpeople with the skills to manage community revenue in these areas, as they may be working or locatedelsewhere there is often social and economic pressure on thetreasurer and secretary of the WWC, either from othercommittee members or community members, to takeshort cuts in the management system or to divert fundsto other activities or areas not planned for, especially intimes of is it important to be consistent and regular whenmanaging community revenue?
6 This manual recommends very simple financial managementsystems. The system depends, however on the people who arerunning it, and will not work unless they are:Consistent - this means that they follow the system anddo things in the same way every -this means that they complete their recordseither immediately after a transaction has taken place oron a regular and frequent basis. If this is not done, thenthe details of transactions will be forgotten or recorded incorrectly. What is the role of the Rural District Council in financialmanagement by communities? There are 16 Rural District Councils (RDCs) which regularlyreceive significant revenue from wildlife leases and devolvemoney to ward level. Different accounting and financialmanagement systems have evolved in the different major difference between the districts is the degree offreedom or control over the money at ward level.
7 There arethree categories of control:District control - The district declares a wildlifedividend or payment to the ward wildlife committee(WWC) but keeps and controls the money. WWCssubmit project plans and budgets to the RDC naturalresources committee. The RDC only releases money onceexpenditure has been district and ward control -The district declares award dividend and hands over the money to the RDC, the WWC and the local bank agree on asystem where only payments authorised by the RDC are control -The district declares a dividend andhands over the money to the WWC. The WWC often has to submit a budget to the RDC for manual assumes ward control of wildlife revenue. 8 This manual provides a framework for WWC treasurers andsecretaries to develop their own financial managementsystems. The CAMPFIRE Game and the financial trainingtoolbox provide a set of activities to assist trainers with theirtraining courses in rural were the methods and systems in this manual developed?The financial administration system recommended in thismanual, have been used in districts where the Support toCAMPFIRE Project worked between 1994 and 1999. Thesystems are simple, reliable and easy to implement. Treasurersand secretaries of ward wildlife committees may want tomodify and improve on the recommended systems as theybecome more skilled and experienced in their is this manual organised? In addition to the introduction, this manual has six chapters.
9 Chapter One looks at the overall financial management system. Chapter Two looks at how to develop and use a budgetfor financial planning and control. Chapter Three looks at how to receive and account for income. Chapter Four looks at how to authorise, make andaccount for payments. Chapter Five looks at the relationship between theWWC and the bank. Chapter Six discusses financial statements, theirimportance and use. 8 IntroductionThe WWC is mainly concerned with simple cash involves three basic activities:Budgeting -for planning and controlling moneyreceived (income) and money spent (expenditure).Accounting -for accurately recording, income and for keeping cash safe, preferably in a securebank financial management can only be achieved if each oneof these activities is operating well and is fully understood bythe management committee, especially the Chairman,Secretary and serves two separate functions:1.
10 Planning income and expenditure -the annualbudget will show what income the WWC expects andhow it is proposing to use Controlling income and expenditure -during thefinancial year, actual income and expenditure need to becompared with the budget on a regular basis so that if; actual income exceeds estimated income, then thebudget must be adjusted so that the increasedresources available do not remain idle actual income is less than estimated income, thenthe budget must be adjusted so that expenditureremains within the budget by cutting costs forsome projects or suspending some activities actual expenses exceed estimated expenses,thenways of reducing costs can be found actual expenses are less than planned expenses,then the budget needs to be re-adjusted to eitherincrease the rate of expenditure or re-allocate theunspent money9 CHAPTER 1 OVERVIEW OF COMMUNITY financial management SYSTEMA ccountingFor the WWC to manage its money effectively, simple butaccurate accounting is needed.
