2 Introduction SAQA regards the opportunity to act in a position higher than that of the incumbent s current level (outside of the employee s own sphere of expertise), as an important development opportunity. However, given continual staffing alignment challenges, it might also be required of employees in an Acting capacity to carry the full workload of positions on their current level. 2. Objectives To determine circumstances within which Acting is applicable. To determine payment of Allowance in Acting positions. 3. Scope of the policy The policy on Acting Allowance is applicable to all staff members employed in terms of the SAQA Conditions of Employment and is to be effected in the organisation whenever the need arises to appoint an employee to discharge the duties of a position that is temporarily vacant.

Definition Acting appointment: a temporary appointment, normally not exceeding a period of six months, in a higher graded post on the staff establishment, which appointment is necessitated by the temporary absence or resignation of the regular incumbent of that position, or a vacancy not being filled. Regular incumbent: an employee who has been appointed in an approved position on the staff establishment and who usually performs the duties of such position. 5. Appointments in an Acting capacity Appointments made in an Acting capacity occur when an employee acts in a position at a higher level than his or her own.

Acting appointment process The line manager in whose directorate the Acting opportunity arises, in consultation with his or her management team, identifies a candidate for appointment in an Acting capacity. The identification of a suitable candidate should be guided by operational and development plans within the directorate. The appointment of an employee to act in a post at a higher level shall be made by the executive Officer/Deputy executive Officer in consultation with the HR Director. 5 7. Period of Acting appointment An Acting appointment shall only be applicable in cases where a position is temporarily vacant for a continuous period of not less than three months. Acting periods should, if at all possible, not exceed a period of one year. 8. Compensation for Acting appointments An Acting Allowance shall be paid to an employee if the contract period of appointment as Acting is uninterrupted for three months or longer. An Acting Allowance shall be paid when a staff member is appointed to act in a higher position, and where this is recommended by the director of the unit (or the Deputy executive Officer if the vacancy is in a director s post).

6 In order to qualify for the Acting Allowance , the staff member is required to assume responsibility for the full range of duties of the vacant position in which he or she is Acting . The Acting Allowance shall be calculated at 10% of the Acting employee s current total package (the Allowance is non-pensionable). The Acting Allowance may only be paid for a maximum period of one year, after which the matter shall be reviewed. 9. Cascading of Acting appointments The fact that an employee has been appointed in an Acting capacity does not create a right or an entitlement to be appointed to that position.

7 The employee may apply for the vacant position when it is advertised. No further Acting appointments should occur as a result of an Acting appointment being made.
