2 Register, December, 1983, No. 336, eff. 1 1 (1)Except when the contextprovides otherwise, this Chapter applies to any of the following:(a) All lands, structures and property owned by the department.(b) Lands owned by the state of Wisconsin which are under themanagement, supervision and control of the department.(c) Lands under easement to or lease by the state of Wisconsinwhich are under the management, supervision and control of thedepartment.(2)On lands the department owns but are under the supervi-sion, management and control of another entity pursuant to lease oreasement, the department may , as par t of the lease or easement,waive its jurisdiction in whole or in par t under thi s : Cr.

Register,December, 1999, No. 528, eff. 1 1 In this Chapter , the following defi-nitions apply:(1) Adult group means a group mad e up of adult members(18 years of age and older) of an established organization. Adultgroups may include families.(2) All terrain vehicle has the meaning specified in s. (2g), Stats.(2m) Backpack campsite means an are a designated forcamping tha t has no modern facilities, suc h as showers or flush toi-lets located nearby, nor vehicle or watercraft access to or near thearea, and to which all over night supplies are carried or transportedto the sit e by means other tha n a motorized vehicle.

4 (3) Bicycle has the meaning given in s. (5), : Under s. (5), Stats., bicycle means every vehicle propelled by feetor hands acting upon pedals or cranks and having wheels any 2 of which are not lessthan 14 inches in diameter.(3m) Motorboat has the meaning given in s. (6), Stats.(4) Camp or camping means the use of a shelter suc h as atent, trailer, motor vehicle, tarpaulin, bedroll or sleeping bag fortemporary residence or sleeping purposes.(5) Camper day means the period beginning at 3:0 0 andending at 3:0 0 the following day.(6) Camping party means any individual, family or non fam-ily group occupying a campsite.

5 (6m) Camping permit means any permit for camping over-night tha t requires registration and payment of a daily fee.(7) Camping unit means any single shelter except sleepingbags and hammocks use d for a camp by a camping party exceptthose use d exclusively for dining purposes.(8) Campsite means a segment of a campground which isdesignated for camping use by a camping uni t or camping party.(8f) Climbing activity includes any of the following:(a) Ascending or descending steep rock walls, ice walls or arti-ficial structures, usually with the assistance of specialized rockclimbing equipment including ropes, webbing and carabiners.

6 (b) Practicing the use of specialized rock climbing equipmentnear the ground.(8m) Crops means any vegetation planted as an agriculturalcommodity or for other use as par t of a farming operation, or vege-tation planted for personal consumption or aesthetics, suc h as a veg-etable or flower garden.(9) Department means the stat e of Wisconsin department ofnatural resources.(9c) Dispersed camping area means an are a where campingis authorized but there are no designated campsites.(9f) Dog sled means any vehicle tha t glides on runners orwheels and is designed or use d for conveying cargo or people andto be pulled by dogs.

7 (9g) Dual sport motorcycle means a street legal motorcyclethat meets the definition of a Typ e 1 motorcycle in s. (32),Stats., and can be ridden to varying degrees off road, and isdesigned by the manufacturer for bot h on and off road use.(9i) Edible fruits means fleshy fruits fro m plants includingapples, plums, pears, blueberries, raspberries, blackberries, june-berries, and strawberries tha t are harvested for human consump-tion. It doe s not include the seeds, roots or other parts of herbaceousplants suc h as wildflowers or grasses.(9k) Edible nuts means walnuts, hickory nuts, acorns andother similar nut s fro m trees and shrubs.

8 (9m) Equine means any horse, pony, donkey or hinny.(10) Family means a parent or parents wit h their unemanci-pated children and not mor e tha n 2 guests.(11) Family campground means any tract of lan d designatedfor camping by families or groups of 6 persons or less.(12) Group campground means a campground designatedfor use by juvenile or adult groups.(13) Juvenile group means a group made up of juvenilemembers of an established organization and under the leadership ofat least one competent, mature adult for eac h 10 juveniles in thegroup and using any number of camping units or occupying a groupcampground.(14) Non family group means any 6 or les s individuals whodo not mee t the definition of family.

9 (14m) Northern flowage properties means the Turtle Flam-beau and Willow Flowage scenic waters areas, and the Chippewaflowage.(15) Northern stat e forests means the Black River, BruleRiver, Coulee Experimental, Flambeau River, Governor Knowles,388 NR ADMINISTRATIVE CODEP ublished under s. , Wis. The Register date on each pageis the date the Chapter was last November 2018 No. 755 Northern Highland, American Legion and Peshtigo River state for-ests.(15m) Occupy, occupied or occupying means the camp-ing unit, suc h as a tent, trailer or RV, is set up in a useable conditionand for persons staying at the South Trout Lake, Plu m Lake, FireflyLake, Crystal Lake, Muskie Lake, Carrol, Indian Mounds and ClearLake campgrounds on the Northern Highland American Legionstate forest, includes the requirement tha t campers check in or regis-ter at a contact station.

10 (16) Off highway motorcycle means a motor vehicle notmore tha n 45 inches in overall width designed to travel on not morethan 2 wheels in contact with the ground and is designed or modi-fied for off road use and is not eligible for registration wit h the Wis-consin department of transportation for on road use.(16m) Organized climbing group means a group engaged inrock climbing activities tha t is organized, sponsored, transported orsupervised by a school, university, youth group, club, social orga-nization, church, business, guide service or similar organization.(16r) Pedestrian means:(a) Any person afoot without the use of skis, skates or othersimilar devices.
