2 On page 2)With the weather getting bet-ter, construction activity is pick-ing up. A few gentle remindersare in order. There are manyprojects that require permitsfrom the Association. Basically,we require permits to enforcethe Rules and Regulations andthe Deed of Restrictions of the Association. Also,many activities take their toll on the roads. Since wereceive no state or local taxes to maintain them, severalyears ago the membership voted to access a roadimpact fee which helps to defray some of the costsinvolved in certain projects involving truck new builds, additions, concrete flatwork, retainingwalls (including seawalls), decks, and roofs will gener-ate a road impact fee.

3 Any dumpsters or PODs willalso require a permit for the same reason. New docksbuilt at the marina will generate a dock impact fee. Any projects that involve the common area whichincludes the Lake, the Parkway, the Platted Pathwaysand the road right-of-way will require includes the planting or removing of trees andshrubs on the common areas. In most cases a currentsurvey is necessary to determine the property lines. Ifyour project involves driving equipment on the com-mon area a parkway use permit is required. Golfcarts on the Parkway require inspection and a registra-tion sticker.

4 Any changes to docking structures notonly require a permit, but also must be approved by theLake Improvement Board. The Lake ImprovementBoard also hears cases requiring variances on non-con-forming structures. This board meets once a monthand agendas fill up quickly, so plan accordingly. Thankfully, theMayor and Board were wise enough to pass on sewer collection system is complex. If you lookaround our lake, part of the beauty is the Ozarks liketerrain in our area. Part of the challenge our systemfaces is the Ozarks like terrain in our area. The bestsewer system designs are gravity feed, and processingplants are located at the lowest point.

6 We are not thatlucky. Our collection system has nearly 30 lift stationsto pump over hills, under the lake, and over the area s initial collection system was installed over75 years ago. These original lines have been replacedor lined over the years, but many of those enhance-ments have aged over time. In 2013 the Missouri Department of NaturalResources (MDNR) required the City to develop anannualized sewer system improvement plan. This ispretty common. The City signed an Abatement Orderon Consent with the MDNR, where we are legallyrequired to spend about 10% of our annual sewer sys-tem operating budget on improvements and systemenhancements.

7 The City has aggressively attacked these responsi-bilities. We have now smoke tested the entire systemand are annually video scoping different areas of ourcollection system. 9 Rev. Chris Snyder, s Columnand we have applied technology to help us determinewhere to prioritize fixes. We are now able to collectflow data at each pump station via internet connectedpump monitors. When it rains, we can now see areas ofmajor flow increases. When it is dry, we can nowestablish baselines for average system flow. We canlook at this information for the entire system, for a spe-cific area of the system, or even for a single pump sta-tion. Everyone sees the technology improvements thatimpact our daily lives like cell phones, home automa-tion systems, led lights, and improvement in alterna-tive energy, but technology improvements are alsohelping us improve our sewer system and properlytreat the water that flows down your kitchen sink!

10 Over the next few years, your Board of Aldermenwill need to make some serious decisions about thefuture of our sewer system. We have a major set ofbonds that will be paid off. Last year, the City wasgranted a large grant from the Missouri Department ofNatural Resources to analyze and recommend a pathforward once those bonds expire. As we complete that MDNR sponsored study, I willlet you know the findings.
