3 The information in this addendum section is primarily to address and clarify the requirements as stated within the bid solicitation. 1. Question: Page 16 Provide ability to accept payment arrangements including installment/partial payment and acceptance of those partial payments via the website . Is this mandatory? Response: Yes. 2. Question: Is your MobileNow integration, pay by plate or space? Response: Pay by plate. 3. Question: What is the District s annual revenue/or collection rate? Response: Annual revenue approx. $500,000. 4. Question: How many software users would the District need? Response: Not sure what software is being identified. Approximately, 20-25 office staff at the various sites & 13 CSO s expanding to 26 in the near future.

4 5. Question: Can we get a spec sheet and information on your current equipment from Sweden? Response: A spec sheet is not available. 6. Question: What is the percentage of payments made online? Response: Approx. 85%. 7. Question: What percentage of payments is against a payment arrangement? Response: Less than 5%, this is a requirement for students to be able to make payments. 8. Question: How many permits were sold in 2016? Response: We sell roughly 100,000 permits per year. 5 Question: How many delinquent notices where sent out in 2015 and 2016? Response: 2015 5,484; 2016 5,294. 10. Question: Range of fines and penalties of citations? Response: Fines range from $38 - $450. Penalty assessment is equal to original fine, even if fine is subsequently reduced on appeal. Original $53 fine reduced to $10, incurs a $53 penalty if not paid in 21 days. An additional $10 fee is added when/if citation transfers to DMV for collection. 11. Question: Total number of unpaid citations in 2015 and 2016? Response: Information is not accessible in our current system. 12. Question: Number of locations where a citation may be paid? Response: On-line, mail to Parking Services Box (mail payments are processed by staff), and in main office in Mission Valley this is the only place to make a payment in-person.

6 13. Question: How do you currently obtain registered owner name and address information? Response: We have our own VPN with CA DMV 14. Question: Who is the current processor? Response: Velosum, Inc. out of Utah. 15. Question: What smartphones will be provided by the District if a software only option is selected? Response: TBD in consultation with new vendor. 16. Question: Is the District interested in a one piece or two piece solutions? Response: No preference. 17. Question: Is District interested in purchase or leasing the handheld ticket writers/printers Response: Prefer purchase, but would consider lease option if necessary to stay within budget. 18. Question: Can we have the last 3 months of invoices, the District received from their current vendor?

7 Response: No 19. Question: Are payments currently accepted online for citations? Appeals? Response: Yes and yes. 20. Question: There is mention of integration with MobileNow, who currently processes the Parking permits for the District ? Response: We work with a local printing company, Prestige Graphics. 21. Question: Has the Agency participated in FTB collections in the past? If so, can you provide total collections for the last 3 years? Response: We have not. 22. Question: Has the Agency participated in delinquent collections in the past? If so, can you provide total collections for the last 3 years? Response: We have not. 23. Question: Total unpaid citations for the last 3 years? Response: 3,671 / $304,661.

8 24. Question: Is there a pre-proposal meeting? If so, is attendance required? Dial-in for remote attendance? Response: Citation fines double if not paid 21 days after Notice of Parking Violation is mailed. $10 is added upon transfer to DMV. No other fine escalations. 26. Question: What percentages of citations are paid annually?

9 Response: Unable to determine. 27. Question: What % of citations are paid at each fee escalation interval (before 21, 22-45 days, 45+)? Response: Unable to determine. 28. Question: How many outstanding citations does the College currently have in its system? Response: 8,000 that are still within statute of limitations for collections. 29. Question: As per section 16 of "Citation Processing Needs", can you please elaborate on the procedures for accepting "walk-up mail" citation payments? Response: For customer convenience, we would like to continue to allow violations to be paid at front counter. 30. Question: Who do you bank with? Response: Union Bank 31. Question: What is the total number of unpaid citations and dollar amount for fiscal years 2013-2015?

10 Response: Our current system does not provide such reports. 32. Question: What is the total revenue collected for fiscal years 2013, 2014 & 2015? Response: 2013-$410,740; 2014-$416,426; 2015-$366,765. 33. Question: What is the total dollar amount uncollected for fiscal years 2013, 2014 & 2015? Response: I can tell you that we have over $800, outstanding for all years. 34. Question: Please provide a copy of the front/back of your current handheld citation & paper ticket. Response: Front of the ticket is imaged below. Back of the ticket has standard information regarding how to appeal, the website, the address, what information to send on a 5204 violation or a no permit violation. 35.
