With very few exceptions, these are not hard, fast rules but policies andprocedures for delivering POLICE services to you. Policing requires the ability to respondto many unpredictable and often, unique, situations. It is precisely for this reason that wehave trained our officers to exercise professional judgment and exercise have provided this Manual because we often receive questions about our policies andwhy we do what we do.

3 It is through this educational effort that we hope to providegreater understanding about Standard operating Guidelines are presented although you may find that directivenumbers are not sequential. This is because our indexing system is topical so some gapsmay exist. As you look through this Manual, you will notice that some portions havebeen edited out. We have attempted to limit these omissions to those permitted by and investigative techniques, if known to the offender, would enablecountermeasures; making our job even more difficult and compromise your public in July, 1997, this manual was almost three years in development and itcontinues as a living document even today. Updates and revisions to this manual arecontinuous. This Manual is based upon standards and principles as promulgated by theCommission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) and ourdepartment is one of only about 600 accredited by that organization.

9 Responsibility and Authority of PersonnelI PolicyIn POLICE agencies, authority is delegated to subordinates. It is the policy of the Springfieldpolice DEPARTMENT that all employees of the DEPARTMENT are delegated the necessary authorityto allow them to perform their assigned duties and responsibilities in an effective manner. II DefinitionsSpan of control- The number of employees a supervisor can effectively supervise at one Procedure1 SPAN OF Supervision at the line level will not exceed a ratio of ten employees to onesupervisor and will decrease proportionally in a pyramid fashion upwardthrough the Chain of Command. Each organizational unit shall be under direct command of only one supervisor.
