Please be sure to read your open enrollment packet in its entirety for valuable Sharing Changes for 2013 During July and August, informational meetings were held at various Commission sites to discuss the changes in the cost share of premiums for the health plans. These changes were negotiated with union representatives for represented employees and passed through to non-repre-sented Order of Police (FOP) Represented Em-ployees Effective January 1, 2013, the cost share for all health plan premiums, including medical, prescription, dental and vision will be 20%.

3 The Commission contributes 80% of the cost of the low vision option for the moderate and high vision options. Chapter 1400 of the MSR&Rs addresses Personal, Annual, Sick, and Compensatory leave for non-represented employees hired into Merit System positions. Proposed amendments affect Section 1450 (Personal Leave) and 1460 (Annual Leave). Before amendments may be adopted by the Commission, the Merit System Board releases drafted proposals for a 30 day period to allow comments from non-represented Merit System employees.

6 The 30-day period ends Friday, September 28, 2012, and comments must be submitted by here to access Notice 12-02 Click here to access Amendments to MSR&R Chapter 1400 Click here to comment on the Amend-ments to MSR&R Chapter 1400 AMENDMENTS TO THE MERIT SYSTEM RULES & REGULATIONS TO COMMISSION MERIT SYSTEM EMPLOYEES: As part of the Commission s continuing review and Update of its policies, the Merit System Board is releasing proposed amendments to Chapter 1400 of Merit System Rules and Regulations (MSR&Rs). The MSR&Rs provide the governing policy on employment actions and conditions. While the MSR&Rs are not intended to provide detailed employment procedures, they provide the framework for Commission-wide and departmental programs.

7 Before amendments may be adopted by the Commission, the Merit System Board releases drafted proposals for a 30 day period to allow comments from non-represented Merit System employees. After employee comments are considered, the Merit System Board finalizes recommendations for consideration and action by the Commission. Details of the review and adoption of amendments are outlined in the section titled Amendment Review Process. Overview of Proposed Amendments Chapter 1400 of the MSR&Rs addresses Personal, Annual, Sick, and Compensatory leave for non-represented employees hired into Merit System positions. Proposed amendments affect Section 1450 (Personal Leave) and 1460 (Annual Leave) Policy changes apply to Merit System employees newly hired after the dates specified in the amendments.

8 The amendments do not affect existing Merit System employees. The amendments are explained below with specific language drafted in Attachment A to this Notice. Personal Leave Amendments (Section 1450): This Section is being amended so employees hired on or after January 1, 2013 must complete 12 months of Merit employment before personal leave is granted. Upon completion of this period, the amount of personal leave granted will be based on the date that the 12 months were completed and on the employee s status as a full-time or part-time Merit System employee. In subsequent years, the employee will be eligible for the full calendar year allotment of leave (up to 24 hours) depending on the employee s status as full or part-time.

9 Explanation of Change: Existing Rules allow personal leave to be granted to the employee from the initial date of hire into a Merit System position. Effective January 1, 2013, newly hired Merit employees will have to wait 12 months.
