Position Papers for: United Nations Development Programme Delegation from: Albania Represented by: Lakewood High School Position Paper for the United Nations Development Programme The issues before the United Nations Development Programme are: Preparing for Natural Disasters and Preventing Sustained Fallout; and Improving Access to Clean Water and Medical Supplies in Developing Nations . Albania is committed to finding a goal to help prepare for natural disasters and improve access to clean water both at home and abroad. I. Preparing for Natural Disasters and Preventing Sustained Fallout Natural Disasters are hindering the improvement and Development of underdeveloped Nations . Underdeveloped are most prone to natural disasters, with natural disasters affecting economy more than developed countries. Landlocked countries must be prepared for drought as they do not have access to water and their economy rely heavily on agriculture.
2 Island and coastal countries must be prepared for storms and tsunamis that could destroy million of dollars worth of infrastructure. Natural disasters must be prepared for so that loss of life can be prevented, such as in the case of the 2010 earthquake in Haiti which killed between 160,000 to 230,000 people. Albania believes that both landlocked countries and island/coastal countries have natural disasters that must be prepared for in a way that will benefit that country due to its geography. Albania knows the hardships of natural disasters very well, as floods are very common, especially in the North-East region where nearly 80% of the GDP is generated. Albania has invested in geographic information system (GIS) technology which is a computer system that captures, stores, checks and displays data about disasters and can help people and organizations understand patterns of disasters.
3 Albania also has communicated with the European Economic and Social Committee and the Committee of Regions to help deal with natural disasters. We would like to find a way to get assistance to those who need it during and after disaster and create ways for people to recover after a disaster has passed. Albania would like to accomplish many things during this committee. First, we would like to find ways to obtain outside help after disasters to help businesses ruined by the disaster to grow our economy. This could be done by Non-government organizations (NGO) such as the Red Cross sending people to help rebuild buildings, roads and other infrastructure lost during said disaster or giving money to governments. Natural Disasters can also bring sickness and death, so Albania would like to ask the NGO Doctors Without Borders to send medical supplies and medical professionals to help in countries affected by disasters.
4 Secondly, Albania would like to find a way to advance GIS technology to predict future disasters so relief efforts can be made and sent faster. Finally, Albania would like to find ways to help those affected by disasters by having relief areas and buildings set up and prepared for disasters so that if people must evacuate or their houses are lost they can go to these places and be treated for illness and have a place to live until houses can be rebuilt or new homes are found. We would like to find more ways to create buildings that are more effective and can withstand natural disasters so that people do not have to be evacuated. Albania hopes that the delegated will be able to work towards a common solution that will benefit all countries affected by natural disasters II. Improving Access to Clean water and Medical supplies in Developing Nations Access to Clean water is a necessity for countries around the world.
5 It's important that all countries are able to have access to both Clean water and Medical supplies for the improvement of that country and the safety of its citizens. Over 780,000,000 people lack a source of clean water and often have to resort to drinking filthy, unsanitized water that leads to diseases that cause over 5,000,000 deaths per year. Throughout the world countries are struggle to provide these basic essentials to their people. Albania would like to discover a suitable solution that benefits all underdeveloped countries and that developed countries can support. Albania although being gifted with an abundant supply of water resources has more than 50 percent of people both in rural areas and in urban areas that lack access to clean water. Albania is a country that struggles with access to clean water throughout its country, and would like to see this changed in the coming years through support from more developed countries that have proper water sanitation, and access to medical supplies.
6 Albania has worked with The European commision for Clean drinking water to try to find a solution to this epidemic. Albania will work with other countries to provide a solution to this growing epidemic to help the people of its countries and other countries that struggle with this problem. Albania has also worked with the organization Doctors Without Borders to supply underdeveloped countries lacking in suitable medical care. Albania wishes to find a solution that will help underdeveloped countries prosper due to an addition of sanitized water, and medical supplies that seemed so out of reach at one point in time, but due to organizations and The United Nations seem within the grasp of even the most underdeveloped countries. Albania understands that Access to both Sanitized water, and medical supplies can be a hardship in and of itself, and acknowledges this problem.
7 Although this is the case Albania would like to work with Countries seeking an answer to these problems to find a solution that helps fight, and end this epidemic that has not only affected Albania, but many other countries that lack this basic need, and seek to find one through this committee. Finding access to Sanitized water, and medical supplies would be helped by Non governmental organizations (NGOs) such as Blood water, Blue planet network, and Care that have already provided so many people with access to clean water, and are powered by their will to help those in need, Oxfam International, water Ambassadors Canada, and Project HOPE are organizations that strive to help those with medical needs, and to provide them care that otherwise wouldn't be provided. 8 The delegation of Belarus hopes to form strong diplomatic relations with other delegations as we work to find efficient solutions to these issues. I. Preparing for Natural Disasters and Preventing Sustained Fallout Natural Disasters represent a significant threat to all Nations , regardless of circumstance. These terrible events can damage public and private infrastructure, harm economies, and in the worst cases can inflict great harm upon affected populations. Developing Nations are at an even greater risk for the most enduring of these effects due the lack of funding and relief programs available to them. In addition, the citizens of developing Nations will often experience greater damage to their persons and property as a result of lack of sufficient shelter, medical supplies, and communications. In light of this information, it is clear that action must taken to alleviate the potential risk of natural disasters across the world.
9 The Republic of Belarus has in fact had relatively recent experience with a natural disaster. In 2013, severe flooding affected most of central and eastern Europe, causing significant damage to infrastructure as well as agriculture. Fortunately, Belarus was spared from the worst of the flooding and was able quickly recover. Nonetheless, this episode illustrates the necessity of disaster preparedness and relief. Additionally, Belarus itself experiences many of the factors that increase the risk of natural disasters doing long-term damage. First and foremost, Belarus is classified as a developing nation by the International Monetary Fund. As a result, the Republic of Belarus lacks many of the resources that would be needed to deal with a serious national disaster since medical services and posible distribution or organizational centers are uncommon.
10 Moreover, as a landlocked nation, Belarus is comparatively isolated from Nations beyond those it borders, making relief and aid challenging to obtain. These qualities are far from unique to Belarus however, as many Nations have similar and sometimes worse circumstances. Based upon concerns that Belarus undoubtedly shares with many of the other Nations within the UNDP, the delegation of Belarus intends to propose a resolution that with encourage collaboration among Nations in order for them to share funding, resources, and ideas that will assist developing Nations in combating the potential threat of natural disasters. II. Improving Access to Clean Water and Medical Supplies in Developing Nations Access to clean water and medical supplies in developing Nations is only getting more difficult with the acceleration of climate change and poor environmental upkeep.
