1 Govt. of Jharkhand Department of Art, culture , Sports & Youth Affairs Plan Budget Proposal 2009-10 (Draft). INTRODUCTION. T. he Department aims, on one hand to promote the Sports & other youth activities to harness the youth power of excellence character, on the other hand it is also responsible for preserving and promoting the tremendous diversity and richness of cultural heritage and ethics of the State. These twin tracks of mental and bodily characteristics focused for enriching the social, cultural and intellectual life of the youth of the state. The state has a unique and glorious sporting tradition. Apart from being a great treasure of talent for archery, hockey, athletics, kho-kho and football. It was also home to the celebrated hockey wizard and captain of the first Olympic Gold winning Indian team at Amsterdam, Jaipal Singh Munda.

2 The state has also the glory of being the home land of captain of the Indian Cricket team and Kehl Ratan Dhoni, as well as Michael Kindo, Helen Soy, Savitri Purti, Sumrai Tete, Paltan Hansda, Jhanu Hansda, Budhwa Oraon and Vimal Lakra. This Department of Art, culture , Sports & Youth Affairs consists of the following sectors- 1. Sports & Youth Affairs 2. Art & culture 3. Archaeology 4. Museum Sports & Youth Affairs Different Games competitions are being organised from Panchayat to State level to promote Sports . Infrastructure like playfields at the panchayat level and Block/District level stadiums are being constructed including in Ranchi a modern state of the art Mega Sports Complex of International standard is ready to host the 34th National Games to chanalise the youth energy and development of Sports , the Government has approved Youth Policy & Sports Policy as well as Sports equipments alongwith other facilities are being provided among Youth.

3 Participants at National/International Games are being ensured, so that youth can be inspired. Youth Festival is being organised for awareness among them to mobilized their positive energy. In the year 2007-08 438 medals has been Published on National Portal of india ( ). won by the State sportsman, while in the year 2006-07 only 296 medals has been awarded. For this sake 22 Residential and 52 Day Boarding Centre is running at present. Birsa Munda Award, Jaipal Singh Award , Albert Ekka Award, Award in the name of Freedom Fighter has been started. CM Football tournament has been started from this year. Arts & culture To preserve and to protect the ancient culture and monument of the State, several scheme and programme are in our hand. Last year special tribal festival has been held where 6 to 7 thousands participant from the Different state invited.

4 159 Akhra and 86 Dumkuriya traditional centre has been formulated. Multipurpose cultural building has been constructed in the Hotwar, Ranchi. Archaeology Special survey has been constructed in the district Dumka, Saraikela for the purpose to identify ancient archaeological spots. Sutiyambhe and Kukragarh conservation works are going on. Archaeological workshop is also organised at the district and the state level. Museum For the preservation of archaeological objects & materials and cultural property the departmental museum organizes social exhibition, seminar, lectures etc. in which the knowledge of students and common masses along with an awareness about the history of the state. Achievements Sports & Youth Affairs: Jharkhand is a rising star in the field of Sports . Several of its players are now playing for the country, especially in the games of Hockey and Archery.

5 Captain of Indian Cricket Team Mahendra Singh Dhoni is also from Jharkhand . Sports The State Capital Ranchi is hosting the 34th National Games Mega Sports Complex of International standard has been developed. It will accommodate 6000 Sports person. State team Won 1 Gold, 02 Silver and 02 Bronze in 16th Senior National Wushu Championship Merath ( ) in Jan 2008. State team Won 01 Gold, 02 Silver and 02 Bronze in 32nd National Yoga Championship, Ranchi, Jharkhand , in Jan 2008. Published on National Portal of india ( ). State Athletics team Boys and girls Won 08 Gold, 02 Silver and Hockey team won 16 silver medal in 38th All india Rural Sports Group 3 Competitive, Faridabad, in Jan. 2008. 04 Men/Women Archers and 01 Boxer have participated in Beijing Olympic 2008 China.

6 Special Football (Boys) Coaching camp has been organized in Murma Ranchi in which 50 players are participating. State Boys/Girls both teams won 03 Gold medal and 05 Bronze medal in athletics Boys and Girls teams won 16 Gold, and 16 silver in Hockey, Boys and Girls teams won 04 gold 05 silver and 04. Bronze Medals. Boy team won 12 Gold medals in Basket ball in 2nd National Inter School Sports group. 146 students have been given Scholarship for Sports . Sports hostel is being constructed for 23 residential Sports centers in different districts. Jharkhand team U/14 & U/17 years boys have been participating in National Subroto Mukherjee Cup football tournament New Delhi. Jharkhand team U/15 Boys and U/17 Boys & Girls have been participating in National Nehru Hockey tournament in Hariyana. Art & culture 159 Akhara and 90 Chumkudias have been constructed to preserve the culture of tribal community.

7 Jharkhand Kala Mandir has been registered under Societies Registration to take care of tribal and folk art and it has started training classes in different art forms. Cultural exchanges with the state of Jammu & Kashmir have been completed under Inter State Cultural Exchange programme. This year cultural exchange with Rajasthan State has been made and cultural exchange with Orissa is in offing. State level Tribal and regional festival has been organized. Archaeology Several unreported sites of great archaeological importance have been discovered in Ranchi, Dumka & Sariakela-Kharsawa. As a result, village to village archaeological survey has been started. Several monuments in Sahebganj, Ranchi and Lohardaga districts have been developed. Published on National Portal of india ( ). Archaeological explorations in Ramgarh, Hazaribagh, Ranchi and Sahebganj districts have revealed many important pre-historical and historical sites.

8 Khukharagarh excavation has been started. Permission for Megalithic excavation in Ramgarh district has been obtained from the , Govt. of india . Museum A photo exhibition Archaeology through Sky was organized with the help of Israeli Govt. State Museum Building has been constructed at Ranchi. Small Museum building is being constructed at Itkhori in Chatra district. A Research Library has been established in the Ranchi Museum and is being enriched. 2. STATE HARE TO CSS. National Service Scheme [ 7 : 5 ]. Under this scheme college students are motivated to participate in social work. This scheme is implemented through Universities/ colleges of the state. For this scheme central and state govt. sanction grants in the ratio of 7:5 respectively for two types of programmes - a. Regular activities: During these activities Rs. is spent for each volunteers for regular activities.

9 B. Special Camps : 50% of total strength of sanction volunteers are selected for special camp and Rs. 300 is spent on each volunteer. C. Under NSS villages/tolas will be adopted and special programme will be organized during 2009-10. PYKKA (Panchayat Yuva Khel Kud Abhiyan) {75:25}. This scheme intends to promote Sports in the rural areas. Several Sports competitions at different levels from the Village Panchayat to the State level will be organized under the scheme. The scheme also envisages to develop Sports / play grounds & Sports facilities at different levels. Sports equipments will be provided to the needy and deserving Sports persons and Sports organizations. Under the scheme the Kridashri (Coaches) will be provided to the Pykka Centers. 10 3. STATE PLAN SCHEMES. Continuing Schemes Sports and Youth Affairs Sports Welfare Fund / Stipend / Honour In the arena of Sports , Jharkhand is doing well consistently on the National and International levels. So, it has become our responsibility to extend maximum support to our spots persons through various welfare schemes like Sports Welfare Fund, Honouring Sports persons and Sports Scholarship. Incidentally, due to National Games the Sports activities have increased many a fold in our State. So, this amount is needed to be increased. 3. 2 For Sports Person Training / Consultancy / Talent Hunt / Equipment In the area of Sports , Jharkhand has a remarkable place on the national Sports map. If our Sports persons are further provided with proper training and equipments, they will be able to achieve any given goal even at international level.
