1 0 REGULATIONS FOR STUDY CENTRES REGULATIONS FOR STUDY CENTRES DIRECTORATE OF DISTANCE EDUCATION Maharshi Dayanand university ROHTAK 1 REGULATIONS FOR STUDY CENTRES REGULATIONS FOR STUDY CENTRES The Directorate of Distance Education, Maharshi Dayanand university , Rohtak, established in 1988, offers a number of courses professional and traditional - through distance, open, E-learning and On-line modes through its STUDY CENTRES , which are established and governed by REGULATIONS detailed below. The REGULATIONS for the STUDY CENTRES are divided into 4 sections : A. Types of STUDY CENTRES B. Norms for the Creation of STUDY CENTRES C. Financial Aspects D.
2 Annexures: (I) General Instructions for All the STUDY CENTRES (II) Proformas and Requirement of Documents (III) Undertaking to be submitted by the STUDY CENTRES SECTION-A Types of STUDY CENTRES There will be three types of STUDY CENTRES : (I) Information and Student Support CENTRES (ISSCs) First Category (II) Distance and E-Learning STUDY CENTRES (DELSCs) - Second Category (III) Global STUDY CENTRES (GSCs) Third Category I. Information and Student Support CENTRES (ISSCs) These STUDY CENTRES are meant to provide information and other support services to the students of DDE (Directorate of Distance Education) for the courses for which they are authorised.
3 These STUDY CENTRES would also make arrangement for the PCPs (Personal Contact Programmes), Practical Classes, Laboratories and such other facilities as demanded by the courses of DDE. These STUDY CENTRES will also make necessary arrangements for the Training of the students and help the students in getting suitable jobs. Eligibility An Individual, Company, Society, Trust or any other form of organisation who fulfils the norms and standards prescribed by the DDE is eligible to take these STUDY CENTRES . Location These STUDY CENTRES may be opened anywhere within or outside the country. The organisations seeking to create these STUDY CENTRES would ensure that there are no bars or restriction in their respective Country(ies) or States or Cities for the creation and running of these STUDY CENTRES Area of Operations These STUDY CENTRES can operate at one location only and can offer only such programmes and courses as the university has allowed them.
4 2 REGULATIONS FOR STUDY CENTRES Up gradation of the STUDY Centre The existing STUDY CENTRES can be upgraded to second or third categories at any time on fulfilling the norms for the second and third category STUDY CENTRES . The Processing Fee and the Refundable Security can be adjusted against the Processing Fee and Refundable Security of the second and third category STUDY CENTRES . The fee and security of CENTRES at Multiple locations cannot be merged together for the purpose of up-gradation. II. Distance and E-Learning STUDY CENTRES (ELSCs) These STUDY CENTRES are meant to provide information and other support services to the students of DDE (Directorate of Distance Education) for all the courses offered by DDE.
5 These STUDY CENTRES would be authorised to offer all the courses of DDE. These STUDY CENTRES would also make arrangement for the PCPs (Personal Contact Programmes), Practical Classes, Laboratories and such other facilities as demanded by the courses of DDE. These STUDY CENTRES will also make necessary arrangements for the Training of the students and help the students in getting suitable jobs. Global STUDY CENTRES (GSCs) These STUDY CENTRES are meant to provide information and other support services to the students of DDE (Directorate of Distance Education).
7 These STUDY CENTRES would also make arrangement for the PCPs (Personal Contact Programmes), Practical Classes, Laboratories and such other facilities as demanded by the courses of DDE. These STUDY CENTRES will also make necessary arrangements for the Training of the students and help the students in getting suitable jobs. These STUDY CENTRES are also authorized to open their sub CENTRES at multiple locations within or outside the country, under intimation, in detail (with regard to the infrastructure available in the sub- CENTRES created under category-I or II) to the DDE within a week of the opening of a sub-centre. The list of sub-centre will be made available on the DDE s website along-with the name of concerned Global Centre.
8 These STUDY CENTRES will solely be responsible for the smooth functioning 3 REGULATIONS FOR STUDY CENTRES of the sub- CENTRES created by them. The STUDY CENTRES of this category will also be required to maintain a helpline (telephone line). Global STUDY CENTRES (GSCs) will make their own arrangements for the online conduct of examination for their sub- CENTRES . DDE may also assign them additional responsibilities of conducting online examinations for other students. For this purpose GSCs will make the following arrangements: (a) Develop a question bank in all subjects and courses for all the semesters consisting of a minimum 1000 multiple choice questions in each paper.
9 (b) Install server of appropriate size and computer labs. With at-least 150 computers at Head Quarter. (c) Develop a programme/software for the conduct of examination. (d) Make arrangement for examination CENTRES at different locations. (e) Make necessary security arrangements at the examination CENTRES . (f) Send the awards of the students along-with result sheets to the DDE in a time-bound schedule. Eligibility An Individual, Company, Society, Trust or any other form of organisation who fulfils the norms and standards prescribed by the DDE is eligible to take these STUDY CENTRES . Location These STUDY CENTRES may be opened anywhere within or outside the country.
10 The organisations seeking to open these STUDY CENTRES would ensure that there is no bar or restriction in their respective Countries, States or Cities for the creation and running of these STUDY CENTRES . Area of Operations The Global STUDY CENTRES can operate at multiple locations, through its sub- CENTRES and can offer all the programmes and courses as offered by DDE from time to time. The existence of these sub CENTRES will be co-terminus with the Global STUDY CENTRES . GENERAL RULES APPLICABLE TO ALL THE STUDY CENTRES Procedure for the Creation of STUDY CENTRES An individual, Company, Society, Trust or any other organisation who wishes to open the CENTRES of any type listed above will have to apply on the prescribed proforma of the university .
