Congress authorized in 1907. A first bill to prevent employment of children in factories and mines was unsuccessfully introduced in Congress in 1906. By the 1910s, the Committee, working with the Children’s Bureau, mobilized a vast public-relations and lobbying campaign that led to passage of the Keating-Owen Act of 1916. It
